  1.本征集項(xiàng)目都江堰-四姑娘山山地軌道列車工業(yè)設(shè)計(jì)方案征集，項(xiàng)目業(yè)主為四川都金山地軌道交通有限責(zé)任公司，建設(shè)資金來(lái)自企業(yè)自籌（資金來(lái)源），出資比例為100%，征集人為四川都金山地軌道交通有限責(zé)任公司，征集代理機(jī)構(gòu)為中通建設(shè)工程管理有限公司。現(xiàn)對(duì)該項(xiàng)目的山地軌道列車工業(yè)設(shè)計(jì)方案進(jìn)行公開征集。

  項(xiàng)目概況：
  II.Projectoverview:
  1.項(xiàng)目建設(shè)地點(diǎn)：成都市、阿壩藏族羌族自治州。

  2.項(xiàng)目建設(shè)規(guī)模：都四線路起于都江堰，成灌高鐵都江堰站，經(jīng)虹口、龍池、映秀鎮(zhèn)、耿達(dá)、臥龍，止于小金縣四姑娘山鎮(zhèn)，線路正線長(zhǎng)度123.2公里，正線橋隧總長(zhǎng)122.748km，占比98.7%。其中：橋梁長(zhǎng)35.011km，占比28.15%；隧道長(zhǎng)87.737km，占比70.5%，全線新建車站12個(gè)，包括都江堰、虹口、臥龍、映雪、鄧生溝、巴朗山、四姑娘山站等項(xiàng)目位于橫斷山脈東緣，由四川盆地成都平原向青藏高原東部邊緣構(gòu)造強(qiáng)烈復(fù)合之高山峽谷帶過(guò)渡區(qū)行進(jìn)。
  2.Projectconstructionscale:StartingfromDujiangyanStationofChengdu-DujiangyanHigh-SpeedRailway,Dujiangyan,theDujiangyan-SiguniangshanLinepassesthroughHongkou,Longchi,Yingxiu,Gengda,Wolong,andterminatesatSiguniangshanTown,XiaojinCounty.Themaintrackis123.2kmlong,withthetotallength(122.748km)ofbridgesandtunnelsaccountingfor98.7%ofthemaintrack,ofwhich:Bridgesare35.011kmlong,accountingfor28.15%;tunnelsare87.737kmlong,accountingfor70.5%.Twelvenewly-builtstationsalongthewholeline,suchasDujiangyan,Hongkou,Wolong,Yingxue,Dengshenggou,BalangMountainandSiguniangMountainstations,arelocatedattheeasternedgeofHengduanMountains,fromtheChengduPlainofSichuanBasintothetransitionzoneofalpinegorgebeltwithstrongcompositestructuresattheeasternedgeoftheQinghai-TibetPlateau.
  3.征集范圍：應(yīng)征公司及團(tuán)體應(yīng)提供以下文件及設(shè)計(jì)方案：

  （1）外觀設(shè)計(jì)
  (1)Exteriordesign
  提供2套旅游列車外觀設(shè)計(jì)。外觀應(yīng)該具備鮮明的旅游屬性，設(shè)計(jì)兼具國(guó)際化與地域性特色，能夠吸引游客，便于旅游宣傳推廣。  Twosetsofexteriordesignsfortouristtrainshouldbeprovided,withdistincttourismattributesintheexterior,andbothinternationalandregionalcharacteristicsinthedesign,soastoattracttouristsandfacilitatetourismpublicityandpromotion.
  提供1套通勤列車外觀設(shè)計(jì)。通勤車主要滿足當(dāng)?shù)鼐用竦某鲂屑斑\(yùn)輸?shù)男枨螅w現(xiàn)該項(xiàng)目精準(zhǔn)扶貧的設(shè)計(jì)定位，外觀應(yīng)該具備明顯的通勤列車造型特征。  Onesetofexteriordesignforcommutingtrainshouldbeprovided.Thecommutingtrainsaremainlydesignedtomeettravelandtransportneedsoflocalresidents.ToreflecttheProject'sdesignpositioningoftargetedpovertyalleviation,theexteriorshouldbedistinctlyfeaturedbythestylingofcommutingtrain.
  （2）客室設(shè)計(jì)
  (2)Cabindesign
  提供3套客室空間設(shè)計(jì)：
  Threesetsofcabindesignsshouldbeprovided:
  商務(wù)型車廂，為乘客創(chuàng)造優(yōu)質(zhì)的出行體驗(yàn)，建議座椅布局為1+1的布置。
  Businesscoachoffershigh-qualitytravelexperiencetopassengers.1+1seatlayoutisrecommended.
  舒適型車廂，提供舒適且多元的旅行體驗(yàn)，建議座椅布局為2+1的布置，空間布局包含餐飲、娛樂(lè)功能。  Comfortcoachprovidescomfortableanddiversetravelexperience.2+1seatlayoutisrecommended,withthespacelayouttakingcateringandentertainmentfunctionsintoconsideration.
  經(jīng)濟(jì)型車廂，滿足一般旅游者出行乘坐需求，建議座椅布局為2+2的布置。
  Economycoachmeetstravelneedsofgeneraltourists.2+2seatlayoutisrecommended.
  以上三種車廂提供多角度三維渲染效果圖。

  （3）司機(jī)室設(shè)計(jì)

  設(shè)計(jì)創(chuàng)意1套司機(jī)室內(nèi)部造型（包括司機(jī)臺(tái)）。提供至少1-2個(gè)視角的渲染效果圖。

  （4）車輛品牌視覺(jué)形象及衍生品設(shè)計(jì)

  設(shè)計(jì)創(chuàng)意1套旅游列車文化標(biāo)識(shí)及延展運(yùn)用，包括但不限IP形象、伴手禮、旅游紀(jì)念品設(shè)計(jì)等。  Designandcreateonesetofculturalsignsandextendedapplicationoftouristtrain,includingbutnotlimitedtoIPimage,souvenir,andtourismsouvenirdesign,etc.
  4.標(biāo)段劃分：本次按1個(gè)標(biāo)段進(jìn)行征集。

  應(yīng)征人資格要求
  III.Applicantqualificationrequirement
  1.資質(zhì)要求：應(yīng)征人是響應(yīng)征集、參加征集競(jìng)爭(zhēng)的法人或者團(tuán)體。允許聯(lián)合體進(jìn)行征集。如為中國(guó)境外（包括國(guó)外及港澳臺(tái)地區(qū)）設(shè)計(jì)單位，應(yīng)當(dāng)按照中華人民共和國(guó)有關(guān)法律、法規(guī)辦理相應(yīng)的市場(chǎng)準(zhǔn)入手續(xù)。  1:Qualificationrequirement:TheApplicantsisalegalpersonororganizationthatrespondstobiddingandparticipatesinsolicitationcompetition.Solicitationofconsortiumisallowed.IftheapplicantisadesignunitoutsideofChina(includingforeigncountriesandHongKong,MacaoandTaiwanregions),itshouldgothroughthecorrespondingmarketaccessproceduresinaccordancewiththerelevantlawsandregulationsofthePeople'sRepublicofChina.
  2.業(yè)績(jī)要求：應(yīng)征人應(yīng)至少提供1項(xiàng)近五年（2017年1月1日至應(yīng)征截止時(shí)間，以合同簽訂時(shí)間為準(zhǔn)）正在設(shè)計(jì)或新承接的軌道交通工具工業(yè)設(shè)計(jì)方案設(shè)計(jì)業(yè)績(jī)。  2.Achievementrequirements:TheApplicantsshouldprovideatleastonedesignachievementofindustrialdesignschemeofrailtransitmeansbeingdesignedornewlyundertakeninthepastfiveyears(fromJanuary1,2017totheapplicationdeadline,subjecttothecontractsigningtime).
  3.本次設(shè)計(jì)方案征集接受聯(lián)合體應(yīng)征。

  本次活動(dòng)面向全球公開征集設(shè)計(jì)方案，采用邀請(qǐng)征集和公開報(bào)名兩種方式。

  2.方案設(shè)計(jì)及成果提交

  應(yīng)征文件遞交的截止時(shí)間：2022年11月30日上午10時(shí)00分（北京時(shí)間），遞交地點(diǎn)為：四川蜀道新制式軌道集團(tuán)有限責(zé)任公司本項(xiàng)目開選室（四川省成都市錦江區(qū)三色路163號(hào)銀海芯座B座23層），方案現(xiàn)場(chǎng)介紹和說(shuō)明在2022年11月30日下午14時(shí)00分（北京時(shí)間）進(jìn)行（請(qǐng)?zhí)崆皽?zhǔn)備PPT），介紹時(shí)間控制在10分鐘以內(nèi)。逾期送達(dá)或者未送達(dá)指定地點(diǎn)或者不按照征集文件要求密封的應(yīng)征文件，征集人將予以拒收。  Deadlineforsubmissionofapplicationdocuments:10:00am11/30,2022(Beijingtime),andsubmissionlocation:ProjectSelectionInitiationRoomofSichuanShudaoNewSystemRailGroupCo.,Ltd.(23F,TowerB,YinhaiStar,No.163SanseRoad,JinjiangDistrict,ChengduCity,SichuanProvince).Theon-sitepresentationandexplanationoftheschemewillbecarriedoutat14:00pmon11/30,,2022(PPTispreparedinadvance),withthepresentationtimecontrolledwithin10minutes.TheHostwillrejectapplicationdocumentsthatareoverdueornotdeliveredtothedesignatedplaceornotsealedasrequiredinsolicitationdocuments.

  （2）.復(fù)選：2022年12月，由主辦方和行業(yè)專家組織評(píng)選，公布獲獎(jiǎng)結(jié)果。

  征集費(fèi)用支付
  V.Paymentofsolicitationfees
  （一）征集分為三個(gè)階段征集，分別為邀請(qǐng)階段、初評(píng)階段、復(fù)賽階段，初評(píng)階段評(píng)選不超過(guò)6名應(yīng)征人入圍進(jìn)行方案深化設(shè)計(jì)，復(fù)賽階段針對(duì)深化的方案設(shè)計(jì)評(píng)選出前3名。  (1)Thesolicitationisinthreestages,namelytheinvitationstage,preliminaryevaluationstageandcompetitionstage.Inthepreliminaryevaluationstage,nomorethansixapplicantswillbeshortlistedfordevelopmentdesignofscheme.Inthecompetitionstage,topthreeapplicantswillbeselectedaccordingtothedevelopmentschemedesigns.
  1.邀請(qǐng)階段
  1.Invitationstage
  邀請(qǐng)參與征集的設(shè)計(jì)公司，基礎(chǔ)征集費(fèi)10w（人民幣）。
  Invitedesigncompaniestoparticipateinthesolicitation,withthebasicsolicitationfeeofRMB100,000yuan.
  邀請(qǐng)階段，受邀公司應(yīng)當(dāng)提前繳納/萬(wàn)作為履約保證金，初評(píng)階段按綜合得分由高到低綜合得分60分及以上的應(yīng)征人，將有資格獲得10萬(wàn)元的基礎(chǔ)征集費(fèi)。  Intheinvitationstage,theinvitedcompaniesshouldpay/tenthousandyuaninadvanceastheperformancedeposit.Inthepreliminaryevaluationstage,applicantswithacomprehensivescoreof60pointsorabovefromhightolowwillbeeligibleforthebasicsolicitationfeeof100,000yuan.
  2.初評(píng)階段：

  初評(píng)得出入圍獎(jiǎng)6名，獎(jiǎng)勵(lì)金額25w。
  Sixapplicantswillbeawarded250,000yuanforbeingshortlistedinthepreliminaryevaluation
  初評(píng)階段按綜合得分由高到低綜合得分75分以上的前六名為中選候選人，參與第二階段的深化設(shè)計(jì)，不足六名按實(shí)際情況確定；當(dāng)綜合得分75分以上的應(yīng)征人不足3名時(shí)，不推薦中選候選人。初評(píng)階段方案入圍獎(jiǎng)各為25萬(wàn)元，初評(píng)階段入圍的應(yīng)征人，只有在復(fù)賽階段按照征集人要求遞交了方案文件時(shí)，才能獲得此費(fèi)用。
  Inthepreliminaryevaluationstage,thetopsixapplicantswithacomprehensivescoreofover75pointsfromhightolowarethecandidatesselectedtoparticipateinthedevelopmentdesigninthesecondstage;iftherearelessthansixqualifiedapplicants,theywillbedeterminedaccordingtothereality;iftherearelessthanthreeapplicantswithacomprehensivescoreofover75points,noselectedcandidatewillberecommended.Applicantswithshortlistedschemesinthepreliminaryevaluationstagewillbeawarded250,000yuanrespectively.TheycouldonlyreceivethefeeaftersubmittingtheschemedocumentsasrequiredbytheHostinthecompetitionstage.
  3.復(fù)賽階段：

  在入圍的作品基礎(chǔ)上，終評(píng)得出一等獎(jiǎng)1名、二等獎(jiǎng)1名、三等獎(jiǎng)1名。
  Basedonshortlistedworks,onefirstprizewinner,onesecondprizewinnerandonethirdprizewinnerwillbefinallydecided.
  復(fù)賽階段針對(duì)入圍的應(yīng)征人的深化方案設(shè)計(jì)，按綜合得分由高到低評(píng)選出前3名，第一名酬金60萬(wàn)元并頒發(fā)證書，第二名酬金30萬(wàn)元并頒發(fā)證書，第三名酬金20萬(wàn)元并頒發(fā)證書（酬金均不包含第一階段入圍獎(jiǎng)25萬(wàn)元）。第一名作為中選人完成深化設(shè)計(jì)，全過(guò)程配合車輛制造等相關(guān)單位完成列車工業(yè)設(shè)計(jì)（不另外支付費(fèi)用）。
  Inthecompetitionstage,topthreedevelopmentschemedesignsofshortlistedcandidateswillbeselectedaccordingtothecomprehensivescoresfromhightolow.Thefirstplacewinnerwillbeawarded600,000yuanwithacertificateissued.Thesecondplacewinnerwillbeawarded300,000yuanwithacertificateissued.Thethirdplacewinnerwillbeawarded200,000yuanwithacertificateissued(theprizesdonotincludetheshortlistawardof250,000yuaninthefirststage).Thefirstplacewinnerwillcompletethedevelopmentdesignastheselectedagency,andcooperatewithvehiclemanufacturingandotherrelevantunitsincompletionoftheindustrialdesignoftraininthewholeprocess(withoutadditionalpayment).
  所有的費(fèi)用均為含增值稅含稅價(jià)，在支付費(fèi)用之前，應(yīng)征人都應(yīng)向征集人提供增值稅專用發(fā)票。
  AllpaymentsareVATinclusive.Beforethepaymentismade,theapplicantshouldprovidetheHostwithaspecialVATinvoice.
