  Nansha,a coastal new town born out of the sea and thriving by the bay,lies peacefully along the Lingdingyang waters at the Pearl River Estuary.
  Like a shining pearl embedded at the estuary,Nansha Bay is portraying a new vision that harmoniously integrates the city with natural landscape,characterized by its unique blend of“mountains,city,sea,and port.”
  In this context,this international urban design competition is launched to invite proposals from creative teams and young designers worldwide to chart the future of Nansha Bay.

  競賽背景
  Background
  廣州南沙是廣東省唯一的國家級新區、廣東自貿試驗區面積最大片區、粵港澳全面合作示范區。2022年6月，國務院印發《廣州南沙深化面向世界的粵港澳全面合作總體方案》（以下簡稱《南沙方案》），明確賦予南沙打造立足灣區、協同港澳、面向世界的重大戰略性平臺的歷史使命。南沙以全面落實《南沙方案》為牽引，正加快建設成為“精明增長、精致城區、嶺南特色、田園風格、中國氣派”的現代化都市，致力打造“最中國、最嶺南、最現代、最國際”的“未來廣州”。
  Guangzhou Nansha is the sole state-level new area in Guangdong Province,the largest constituent area of the China(Guangdong)Pilot Free Trade Zone,and a demonstration zone for comprehensive cooperation among Guangdong,Hong Kong,and Macao.In June 2022,the State Council issued the Overall Plan for Promoting Comprehensive Cooperation among Guangdong,Hong Kong,and Macao by Further Deepening Opening-up in Nansha District of Guangzhou,positioning Nansha as a major strategic platform:one that is rooted in the Guangdong-Hong Kong-Macao Greater Bay Area(the GBA),collaborates with Hong Kong and Macao,and embraces a global outlook.Guided by the full implementation of the Nansha Plan,Nansha is accelerating its transformation into a modern metropolis characterized by smart growth,exquisite urbanism,Lingnan heritage,pastoral charm,and a distinct Chinese ethos,aiming to create a"Future Guangzhou"that best embodies Chinese heritage,Lingnan character,modern innovation,and a global vision.
  南沙灣位于南沙東部，毗鄰虎門水道，曾為我國近代重要商貿通道和海防要地。早在上世紀80年代末，霍英東基金會就來到南沙灣與地方政府開啟了合作。作為《南沙方案》三個先行啟動區之一，南沙灣在海洋科技、文化旅游、民生配套等方面加速建設，城市功能日益完善、產業資源持續集聚，正著力打造粵港澳大灣區創新合作先行區、粵港澳大灣區海上門戶、廣州國際海洋文體休閑中心，助力廣州建設海洋創新發展之都和國際消費中心城市。
  The Nansha Bay,located in the east part of Nansha District and adjacent to the Humen Waterway,was a crucial gateway for commerce,trade and coastal defense in modern Chinese history.Fok Ying Tung Foundation pioneered development in Nansha Bay in partnership with the local government as early as the late 1980s.As one of the three pioneer start-up areas designated in the Overall Plan for Promoting Comprehensive Cooperation among Guangdong,Hong Kong,and Macao by Further Deepening Opening-up in Nansha District of Guangzhou,Nansha Bay is accelerating its development in marine science and technology,cultural tourism,and public services.With its urban functions continuously improving and industrial resources steadily clustering,it is poised to become a pioneer zone for innovation and cooperation in the GBA,a maritime gateway for the GBA,and Guangzhou's international center for marine culture,sports,and leisure.These efforts support Guangzhou's goal to become a Capital of Marine Innovation and an International Consumption Center City.

  To realize the vision of the Central Urban Work Conference and champion a path of high-quality,intensive urban development,this international urban design competition is launched,aiming to build a world-class port and bay area,and with a focused study on the unique assets of Nansha Bay,upgrade its urban functions,design and appearance with a high starting point,high standards,and an international perspective.

  位于中國廣東省廣州市南沙區港灣街道，總面積約55平方公里，其中陸域面積30平方公里，海域面積25平方公里。
  The competition site falls at Gangwan Sub-district,Nansha District,Guangzhou,China,totaling an area of approximately 55 km2,i.e.about 30 km2of land area and 25 km2of sea area.

  競賽內容
  Contents
  本次競賽面向全球征集具有創意性、體現濱海特色、展現國際合作的空間設計和城市活動策劃方案，設“青年組”和“專業組”兩個組別。
  This competition invites creative proposals for spatial design and urban events that can highlight coastal features and global collaboration,with entries divided into Youth Group and Professional Group categories.
  青年組自選主題，形成設計方案或策劃報告。
  For the Youth Group,participants may choose their own themes and develop either a design proposal or a planning report accordingly.
  專業組包括“概念設計”和“詳細設計”，圍繞發展定位、發展策略、整體空間結構、功能布局、城市形態和風貌、自然及歷史文化資源保護利用、生態景觀和開放空間體系等方面形成系統性方案，并選取詳細設計范圍開展城市設計深化。
  The Professional Group includes two tracks respectively for Conceptual Design and Detailed Design.It calls for a systematic proposal addressing key aspects such as development positioning and strategies,overall spatial structure,functional layout,urban form and landscape,conservation and utilization of natural,historical and cultural resources,ecological landscape and open spaces.The process also involves selecting a specific site to detail the urban design.

  面向全民開放報名，不設資格審查。重點鼓勵國內外青年設計師（含專業設計機構）、高校師生等個人或團體參加，無人數、專業限制。鼓勵高校師生跨專業、跨年級或跨校組隊參賽。該組別不設報名確認環節，按技術文件要求提交成果即視為報名成功。
  Open to all with no restrictions on number of participants or professional background,this group particularly encourages young designers(including those from professional design practices),university faculty and students,etc.from around the world to participate individually or in teams.Cross-disciplinary,cross-grade,or inter-university teams are actively supported.No formal registration confirmation is required-submission of a valid entry as required by the Technical Documents constitutes successful registration.
  參賽者/團隊需在2025年12月15日24:00前提交成果電子文件至郵箱gznsghyjzx 163.com，時間以郵件送達時間為準，可自行選擇提交實體展板，詳見技術文件。
  All design proposals/planning reports must be emailed to gznsghyjzx 163.com by 24:00 on December 15,2025(Beijing Time).The email timestamp will be used as proof of submission.Participants may submit physical display boards at their discretion.For further details,please refer to the Technical Documents.

  （1）申請人資格要求
  （1）Eligible Applicant
  1.接受獨立報名或聯合體報名參賽。鼓勵由境內、境外規劃設計團隊及相關專項技術團隊共同組成聯合體參加，聯合體單位不超過三家。申請人須提交聯合體協議書，并在協議中明確聯合體的主體單位。聯合體各成員簽訂聯合體協議書后，不得再單獨申請，也不得與其他單位組成新的聯合體參賽，否則資格無效。
  1.Design firms may register for the Competition on their own or in form of consortium.Consortiums jointly formed by domestic and overseas planning and design teams and relevant specialized technical teams are encouraged,with a maximum of three members.Applicants must submit a consortium agreement to clearly specify the lead member.Once entering into the consortium agreement,any consortium member is not allowed to register for the Competition separately in its own name,nor form a new consortium or join other consortium;.otherwise,it will be disqualified from the Competition.
  2.申請人（若為聯合體，指聯合體各方，下同）是國內外合法注冊的獨立法人或合伙制企業或其它組織，須提供有效的營業執照或注冊登記證明（需在有效期內）。
  2.The applicant(or member of a consortium;the same below)shall be a legally registered,independent legal person,or a partnership business,or other organization,and it must provide valid business license or business registration certificate.
  3.申請人法定代表人或機構負責人為同一人或者存在控股、管理關系的不同單位，不得同時以多個申請人名義參加。
  3.Different applicants headed by the same person or held/managed by each other are not allowed to register for the Competition in the names of multiple applicants.
  4.參與本次國際競賽的人員須為其所屬單位的在冊人員，主創設計師須由主持過同類型項目的人員擔任，且必須全過程參與并親自參加成果評審階段的方案匯報（含視頻會議）。
  4.All personnel participating in the Competition must be on the applicants’payrolls.The lead designer must be experienced in directing similar projects and direct the design throughout the Competition,including personally presenting the design(including via video conference)at the evaluation phase.
  5.申請人須具有特大/超大城市的重點功能片區或濱水/臨山地區的同類型城市設計項目經驗。
  5.Applicants must be experienced in urban design of a comparable nature,such as key functional zones in mega/super cities,or waterfront/mountainous regions.
  6.不接受個人或個人組合的報名。
  6.Registration by individuals or groups of individuals will not be accepted.

  申請人應當確保其提交的《資格遴選申請文件》電子文件和紙質文件內容一致。當《資格遴選申請文件》的電子文件與紙質文件內容不一致時，以電子文件為準。
  The applicant must the electronic and physical copies of its Pre-Qualification Application Documents are consistent in contents.In case of any discrepancy,the electronic version shall prevail.

  專業組入圍方式
  Shortlisting Method for Professional Group
  通過資格遴選確認6家機構（含聯合體）參賽，最終通過專家評審選出3家優勝方案（詳見技術文件）。
  Six participating teams(including consortia)will be shortlisted through pre-qualification and three winning schemes will be selected through expert evaluation(Please refer to the Technical Documents for details).

  獎金費用
  Honoraria and Awards
  i.青年組
  一等獎3名，獎金人民幣各3萬元（含稅）；二等獎5名，獎金人民幣各2萬元（含稅）；三等獎10名，獎金人民幣各1萬元（含稅）；最佳人氣獎3名（可與一、二、三等獎重復），獎金人民幣各2萬元（含稅）。
  以上獲獎者均可授予“南沙好Young·榮譽設計師”稱號。
  i.The Youth Group
  ·The First Prize(3 winners):RMB 30,000 each(tax inclusive);
  ·The Second Prize(5 winners):RMB 20,000 each(tax inclusive);
  ·The Third Prize(10 winners):RMB 10,000 each(tax inclusive);
  ·The Best Popularity Award(3 winners;may overlap with the winners above):RMB 20,000 each(tax inclusive).
  All winners above will be awarded the title of Nansha's Promising Young Honorary Designer.
  ii.專業組
  優勝方案3名，獎金人民幣各200萬元（含稅）；入圍方案3名，獎金人民幣各100萬元（含稅）。優勝方案團隊將優先推薦至后續實施主體作為咨詢服務單位。
  ii.The Professional Group
  Three winning schemes and three shortlisted schemes will be selected,with each winner and finalist receiving a prize of RMB 2,000,000(tax inclusive)and RMB 1,000,000(tax inclusive)respectively.Winning teams will be prioritized for subsequent consulting services with the project implementer.

  本次競賽啟動會擬于2025年10月19日在南沙區舉行，現場踏勘于同日下午開展（提供講解與起終點大巴交通，不提供餐食）。請有意參與者掃碼后進入報名通道，可選擇同時報名兩項活動或其一。
  The kick-off meeting is scheduled on October 19,2025 in Nansha District,followed by the site visit in the afternoon of the same day.(Guided tours and round-trip shuttle bus service will be provided;meals are not included).Interested participants should register individually by scanning the QR code to access the registration portal,where they may choose to sign up for one or both activities.

  i.本次競賽啟動會及現場調研踏勘活動不收取任何費用，如報名后無法到場，請提前取消申請。啟動會及現場踏勘活動的參賽者/團隊自愿參加，風險自擔，在開展現場踏勘活動等活動時應注意安全，且不得違反中國相關法律法規。
  i.No fee is charged for the kick-off meeting and site visit.Participants must cancel their reservations immediately upon confirming their inability to travel after registration.All participants are voluntary and responsible for their own safety and must bear their own risks during the site visit and other activities.Compliance with all relevant Chinese laws and regulations is mandatory.
  ii.參賽者/團隊在本次競賽期間的所有差旅等相關費用均須自理。依照《廣州南沙匯聚“圖南之智”加快建設人才港若干措施實施指引》第十三條：在校大學生和應屆高校畢業生（含畢業1年內的高校畢業生）到南沙游玩研學、面試、入職（創業），分別享受3晚、7晚、15晚免費住宿。如參賽者符合上述指引，可自行通過“南沙人才服務平臺”小程序申請住宿。申請通過后按小程序指引辦理入住手續。
  ii.All travel and accommodation expenses incurred by participants during the competition period shall be borne by themselves.In accordance with Article 13 of the Implementation Guidelines for the Measures to Attract"Tunan Talents"and Accelerate the Construction of a Talent Hub in Nansha,Guangzhou,current university students and fresh graduates(including those within one year of graduation)visiting Nansha for study tours,interviews,or employment/entrepreneurship are eligible for 3,7,and 15 nights of free accommodation,respectively.Eligible participants may apply for accommodation through the Nansha Talent Service Platform(南沙人才服務平臺)Mini Program on their own,and,upon approval,follow the instructions in the Mini Program to check in.
